Formulation of an Action Programme for Capacity Support on Copernicus Technology and Applications   Global objective   Promote Satellite Earth Observation technology in the Philippines in support to development and attainment of SDGs and create awareness on EO as good professional practice in policy-making and strategic planning.   Specific objectives   To assist the EU Delegation in the formulation of a national Action Programme for capacity support on Copernicus technology & applications in key priority areas for the Philippines.   EXPERTS PROFILE or EXPERTISE REQUIRED   Expertise required   The Environmental Specialist will be jointly responsible with the Team Leader for the overall implementation of the assignment and for production of the final report. He will report to the Team Leader. He will be jointly engaged with the Team Leader for the review and assessment of maturity of the Philippine Earth Observation sector and supporting infrastructure. The Environmental Specialist will be closely associated with consultations with DG GROW, DG JRC, ESA and EARSC (if appropriate) under the guidance of the Team Leader. In consultation with key local stakeholders and ESA he will assess and will be advising the Team Leader on the selection of suitable pilot projects to be considered for later implementation under the prospective Action Programme. ESA has an antenna office manned with a liaison officer/EO specialist in the Asian Development Bank office in Manila. Skype consultations with the ESA Earth Observation Programmes Directorate in Frascati, Italy is expected to be facilitated by the ESA Representative in Manila   Education   Master\'s Degree in Environmental Sciences, GIS & Remote Sensing, Forestry, Land & Water Management, Marine Sciences, Climate Change or related discipline. In the absence of a Master\'s Degree, equivalent professional experience above the requirements listed below will be considered. PhD Degree in a relevant discipline will be considered an advantage.   Required experience   At least 12 years of relevant experience in the sector(s) related to Lot 2 and pertinent to the objectives of this Request for Services. At least 8 years of professional experience with projects in the field of Environment (Forestry, Land Use, Disaster Risk Management, Pollution Monitoring, Water Resources Management, Biodiversity and Conservation etc… or closely related field). At least 3 projects covered by the Expert must have included GIS and/or Remote Sensing Data analysis and integration, image interpretation, mapping etc... Experience with the EU Copernicus programme, Sentinel data and sensors and remote sensing data analysis essential. Previous experience with European Commission programming documents and procedures will be considered a clear advantage.     Language skills   Excellent command of English is required, both written and spoken.   Location and duration :   The assignment will be primarily conducted in Manila, Philippines   Starting period   5 August 2019     Contact   Qualified candidates are requested to send their CVs in English and in European Commission format by e-mail to Ms Paola Fontanilles.
