on Copernicus Technology and Applications
Promote Satellite Earth Observation technology in the Philippines in support to development and
attainment of SDGs and create awareness on EO as good professional practice in policy-making and
To assist the EU Delegation in the formulation of a national Action Programme for capacity support
on Copernicus technology & applications in key priority areas for the Philippines.
EXPERTS PROFILE or EXPERTISE REQUIRED
The Team Leader will be responsible for the overall planning, supervision, implementation, and
coordination of the assignment and for final review, proof-check and submission of the Action
Document to the EU Delegation. Ideally the Team Leader should have previous experience with
programming of actions funded by the European Union. He will be responsible with Expert n.2 for a
detailed review and assessment of maturity of the Philippine Earth Observation sector and supporting
infrastructure (geo-maturity). Such assessment will have to be included as a separate Annex in the
final report. The Team Leader is expected to conduct consultations with DG GROW, DG JRC, and
ESA and (if appropriate EARSC) by whatever means most appropriate and feasible (Skype
conferencing, emails, telephone calls etc…)
Master\'s Degree in Geodesy, Remote Sensing, Cartography, GIS & Remote Sensing or related
discipline. In the absence of a Master\'s Degree, equivalent professional experience above the
requirements below listed will be considered. PhD Degree in a relevant discipline will be considered
At least 12 years of relevant experience in the sector(s) related to Lot 2 and pertinent to the
objectives of this Request for Services.
At least 8 years of professional experience in managing projects in the field of Remote Sensing,
Earth Observation or closely related field.
Proven experience with the EU Copernicus programme, various Sentinel missions sensors and
applications of Sentinel data is an essential requirement.
Previous experience with Copernicus-related data analysis/management/integration and/or case
study preparation or projects involving Copernicus Sentinel data essential.
Previous experience with the European Commission formulation process of new Actions and
programming documents is desirable and will be considered an advantage.
Strong presentation, organizational, reporting and communication skills
Excellent command of English is required, both written and spoken.
Location and duration :
The assignment will be primarily conducted in Manila, Philippines. A short mission by the Team
Leader of three days to Jakarta, Indonesia or other relevant ASEAN country, as appropriate, is
recommended to take stock of advances of EU cooperation initiatives on Copernicus. Local travel
within the Philippines may be required, if and as advised by the DOST, to assess technical and
technology requirements in Local Government Units in selected municipalities in connection to
potential pilot projects to be developed under the future national Action Programme.
